About the Regional Operational Programme of the Mazovian Voivodeship

Regional Operational Programme Mazovia is limited in its area to a voivodeship, here the Mazovian Voivodeship. Relevant Marshal Offices are the Managing Institutions for the regional programme. On behalf of the Management of Mazovian Voivodeship, its Department of Strategy and Regional Development in Warsaw performs the tasks of the Managing Institution. Managing Institution entrusted the Mazovian Unit of European Union Projects Implementation MUPI), as an agent II, with the implementation of ROP Mazovia.

Regional Operational Programme of the Mazovian Voivodeship has been under implementation since 1 January 2007 to 31 December 2013, as one of 16 regional operational programmes, which are targeted at executing the Strategy of Country Development and the National Strategic Framework of Reference 2007-2013 supporting economic progress and employment (National Cohesion Strategy), which results in economic progress and employment increase.

Regional Operational Programme of the Mazovian Voivodeship (ROP Mazovia) 2007-2013 was based on the Regulation of the European Council  No 1083/2006 of 11 July, 2006 establishing general regulations on European Regional Development Fund, Social European Fund and Cohesion Fund and repealing re the regulation (EC) No 1260/1999, Journal of Laws of UE L 210 of 31 July, 2006, with later amendments). It realizes the Convergence goal provided for by article 3 of a/m Regulation. ROP Mazovia is in compliance with the country strategic documents, which include Strategy of Country Development for 2007-2015 and National Strategic Framework of Reference 2007-2013 supporting the economic progress and employment. Simultaneously it reflects the development policy of the Mazovian Voivodeship, based on the Development Strategy of Mazovian Voivodeship until 2020 (DSMV). The programme shall realize the goals of DSMV, which are co-financed by the European Regional Development Fund (ERDF). Provisions of renewed Lisbon Strategy for the economic development and employment increase were taken into consideration at the time of designing the programme.

The design of ROP Mazovia was driven by the following principles: programming, partnership and additional items, which means that the document has the characteristics of a budget plan of a longstanding. Its goals are realized through cooperation with social and economic partners, whereas EU means shall not replace the state ones but only support achieving development goals.

The Strategic Goal of the Programme is:

“the improvement of the region’s competitiveness and improvement of the social, economic, and territorial cohesion of the voivodship”.

The main goal of ROP Mazovia is realized through the particular ones like:

  1. Development of regional economy including the economy based on knowledge,
  2. Improving and supplementing current technical infrastructure,
  3. Activation of towns and areas attractive touristically,
  4. Improving social infrastructure conditioning human resources in the region.

About the European Regional Development Fund

European Regional Development Fund is one of structural funds (funds created within the budget of the European Union) and the biggest fund of the European Union. It is targeted at supporting regions, more precisely equalizing differences against richer regions, better developed ones. ERDF is financing all union programmes which are to help the delayed regions. The following fields shall be financed by this fund:

  • Initiatives for the benefit of local development and employment as well as supporting medium and small enterprises;
  • Profitable production investments creating new or maintaining permanent employment;
  • infrastructure;
  • development of tourism and investing in the field of culture;
  • protecting and improving environmental conditions;
  • developing IT society.

Thanks to the above mentioned investments financed by ERDF, European Union supports the development and creation of new jobs and has a positive impact on the economic development.
